Mill Cove Board Meetings are held on the Third Tuesday at 10:00 a.m. at the Partners-In-Progress building in Mansfield.

Progress toward Pavilion



Plans for the construction of a pavilion at Mill Cove have been prepared and funding has been provided through grants from the Krieger Foundation, the Packer Foundation, the Dominion Foundation (see photo above) and the National Rifle Association. This will be a 40’ X 80’ structure located near the entrance to the environmental area. The pavilion will be used for Environmental Education programs, an instructional area for the YHEC program, and can be utilized by other groups for outdoor training activities.

$60,000 DCED Grant

Through the efforts of Senator Joseph Scarnati, Mill Cove has been awarded a $60,000 grant by the PA Department of Community and Economic Development. Grant funds will be used to develop detailed engineering plans for needed infrastructure, including site plans and surveys, a water supply system, and an on-lot wastewater disposal system. DEP permits for these systems will be prepared under the grant and applications for construction funding will be submitted to the various funding agencies. Larson Design Group of Williamsport (a Mill Cove member) has been selected to provide the engineering services.

Environmental Education Programs

Environmental Education Programs will be announced periodically—watch local newspapers and Pennysavers for specific programs and locations.


The 250-acre Mill Cove Environmental Area in Tioga County showcases North Central Pennsylvania’s beautiful landscape, with sweeping views, lush vegetation, a thriving trout stream, and abundant wildlife. Mill Cove borders two million acres of public land, including Pennsylvania WILDS, State Game Lands, and the Tioga Reservoir. It is a peaceful and inspiring location for those who treasure the outdoors.

Mill Cove welcomes group outdoor events such as target shooting competitions and Boy Scout and Girl Scout camping retreats. Environmental and biology classes at nearby Mansfield University use the site as an outdoor laboratory and learning center.



The Mill Cove Environmental Area is owned by the Army Corps of Engineers and leased by Mill Cove, Inc., a nonprofit corporation formed to enhance the area for recreational and environmental education purposes.  Future plans call for the addition of an Environmental Education Center along with restrooms, campsites, improved driveway and parking facilities, trails, shooting ranges, and canoe and boating facilities.
